Timber was the original target of EU forest law — and under EUDR it faces the strictest traceability rules of all seven commodity groups. If you export wood products to the EU, this page tells you exactly what is coming.
The original EUTR covered only timber. EUDR keeps every timber HS code and adds the strict zero-deforestation requirement. Check Annex I of Regulation (EU) 2023/1115 against your HS codes:
| Product group | Typical HS chapters / codes |
|---|---|
| Roundwood, rough wood, fuel wood | HS 44 (44.01–44.03) |
| Sawn wood, sleepers, wood chips | 44.06–44.07, 44.01 |
| Plywood, veneer, engineered panels (MDF, OSB, particle board) | 44.08–44.12 |
| Wooden frames, packing cases, pallets, casks | 44.14–44.16 |
| Wooden tools, builders' joinery, prefabricated buildings | 44.17–44.18, 94.06 |
| Furniture (wooden seats, cabinets, beds), wooden toys, kitchenware, chopsticks, ice-cream sticks | 94.01–94.03, 9503, 4419, 4421 |
| Printed books and paper products | HS 47–49 (see our note below) |
The wood must be harvested legally in the country of production: valid harvesting permits, land-use rights, and compliance with local forest law. This is where EUTR experience still counts — but legality alone is no longer enough.
The land where the wood was harvested must not have been forest on 31 Dec 2020 and converted to another use afterwards. Satellite evidence backs this up. Plantation wood from land that was already plantation before the cut-off date is fine; wood from land deforested after 2020 is not.
For every harvest plot you must hold GPS coordinates in WGS-84 (plots larger than 4 hectares require polygons, not single points). This is the requirement that breaks most supply chains — sawmills, traders and factories upstream rarely keep plot records today.
Key dates: 30 December 2026 for large and medium operators; 30 June 2027 for micro and small enterprises. But your EU customers are already asking for evidence now — the practical deadline is your customer's audit, not the law's.
